IT System Development for a New Government Agency
Client Challenges
- The Client is a newly establish government agency with the aim to regulate the labor market and to manage & coordinate all foreign labor related government activities end-to-end across various ministries
- The current government work processes and IT-systems of the ministries only focus on the activities within the respective ministries and do not support an end-to-end view from a foreign labor perspective (Silo-Model). The current systems are quite inefficient as they lead to multiple data flow interruptions and no central point for coordination and monitoring.
- New end-to-end foreign labor work processes have been defined , which span across seven ministries/agencies.
- While the new work process will provide a better experience for the local employer and the foreign citizens, the different government system do not support such an integrated workflow across various ministries.
Our Approach
- Step 1 was to conduct an IT assessment, in which the new processes where mapped on the current IT system within the different ministries / agencies.
- Step 2 was to develop a blueprint for the new IT-System, which will support the new cross ministerial work processes. Key aspect of the blueprint was to design a BPM* layer, which manages work processes end-to-end and interfaces with the ministerial legacy transactional system to coordinate the ministerial specific tasks.
- Step 3 was to develop a complete RFP documentation and to conduct a competitive sourcing process among global top-tier system integrators. Part of the support was to perform the proposal evaluation in a standardized 6 normalized form as well to support the final contract and price negotiations.
- Step 4 was to support the IT System implementation and to manage the System Integrator in order to ensure a timely delivery of the IT Systems within budget and as per specified requirements.
Impact
- Conducted a full IT and work process assessment, designed comprehensive IT blueprint and developed complete RFP documentation within 3 months
- Reduced initial proposal bid by over 30% through value based requirements adjustments and adjustment of non-critical commercial terms (payment terms, direct purchasing of third party products, etc.)
- Ensured successful delivery of IT system within committed time plan, budget and as per specified scope.
- The project is seen within the government as a show-case and best practice reference example for cross-governmental integration & collaboration.
