
Scaling-Up Iraq’s Payroll Reform & E-Payment Program Through Strategy Development, Business & Operations Modeling
BACKGROUND & OBJECTIVE
To modernize Iraq’s payroll system and e-payment infrastructure, the Government of Iraq sought to scale up the Central Payroll Management Information System (CPMIS) and expand the coverage of the Central Bank of Iraq’s e-payment reform initiative. The project aimed to ensure consistent and automated payroll reporting, enhance financial transparency, and facilitate digital salary payments for public sector employees.
The primary objectives of this engagement were to:
- Expand the coverage of the CPMIS system and enhance the accuracy of payroll reporting.
- Develop an enrollment plan for remaining entities not yet integrated into the system.
- Design a structured outreach and communication strategy to drive adoption.
- Provide recommendations on capacity building, change management, and training to ensure effective implementation.
- Support the Central Bank of Iraq’s e-payment reform initiative by integrating salary payments into digital banking infrastructure.
By leveraging digital transformation strategies and process automation, the initiative sought to reduce inefficiencies, minimize payroll fraud, and enhance financial governance.
PROJECT APPROACH
Strategic Planning & Stakeholder Engagement:
