Quality Management Improvement Roadmap, HSE & ISO Certification, and Organizational Transformation for a Public Sector Organization in a Middle Eastern Country
BACKGROUND & OBJECTIVE
A major public sector organization in the Middle East engaged in construction and infrastructure projects sought to enhance its quality managementframework, achieve HSE (Health, Safety, and Environment) compliance, and prepare for ISO certifications. The project aimed to introduce and implementquality management procedures, establish KPIs for technical and administrative operations, and develop a culture of quality and excellence within theorganization. The initiative focused on addressing quality gaps, defining policies, training personnel, and ensuring regulatory alignment.
PROJECT APPROACH
The project was executed in three phases. The first phase involved an in-depth diagnostic review of all activities related to quality management and HSEcompliance, identifying gaps and areas for improvement. The second phase focused on assessing the company’s readiness to implement quality standards,leading to the development of a Quality Management System (QMS) framework and guiding procedures. Policies related to quality assurance andcompliance were also formulated. The final phase focused on training employees on QMS principles, enhancing leadership competencies, and aligningquality assurance efforts with ISO 9001 and other international standards.
OUR METHODOLOGY
A structured methodology incorporating quality management frameworks and certification guidelines was applied. The QMS Framework was used toestablish structured processes for maintaining and improving quality. A Quality Gap Analysis was conducted to identify weaknesses in the current systemand develop targeted interventions. The implementation was guided by ISO 9001 standards to ensure compliance with internationally recognized bestpractices. Additionally, quality assessment templates, training materials, and assurance methodologies were utilized to facilitate employee developmentand competency-building.
THE RESULTS
The project successfully delivered a comprehensive gap analysis, enabling the organization to understand areas for improvement and define a structuredaction plan. A detailed roadmap for enhancing quality measures in operations and planning was developed, ensuring long-term compliance andexcellence. The organization’s quality and excellence personnel were trained on new QMS standards, fostering a culture of continuous improvement.Finally, the initiative successfully guided the company toward ISO certification and other industry-recognized quality accreditations, positioning it as aleader in quality and safety standards.
