
Establishing a PMO Controlling Unit for Managing Special Economic Zones (SEZ) Launch in Saudi Arabia
BACKGROUND & OBJECTIVE
A strategic Saudi authority sought to design and implement a centralized PMO controlling unit to manage regulatory documentation and governanceprocesses for the entire Special Economic Zones (SEZ) lifecycle. The initiative aimed to streamline regulatory compliance, ensure quality assurance indocumentation, and facilitate the launch of new public and private SEZs in the Kingdom. Additionally, the project focused on improving governance,aligning document interdependencies, and optimizing procurement and tendering processes.
PROJECT APPROACH
The project was structured into seven key components:
- PMO Setup & Governance Framework – Designed and implemented a centralized PMO unit to oversee SEZ regulations, processes, and documentation.
- Regulatory Documentation Management – Established a main regulatory catalogue, consolidating deliverables from selected contractors.
- Procurement & RFP Development – Defined procurement strategies, created Request for Proposals (RFPs), and facilitated contractor selection.
- Tender Process Oversight – Managed tendering, bid evaluation, and vendor selection while ensuring alignment with SEZ standards.
- Quality & Standardization Framework – Developed quality standards and compliance guidelines for SEZ documentation.
- Document Interdependency Alignment – Mapped regulatory documents to eliminate redundancies and establish coherence across SEZ operations.
- Performance Monitoring & Weekly Updates – Implemented a reporting system to track ongoing projects, procurement cycles, and tendering.
OUR METHODOLOGY
A structured PMO governance and process standardization framework was applied using:
