
Development of Business Model and Service Innovation Strategy for a Semi-Government Entity in Saudi Arabia
BACKGROUND & OBJECTIVE
A semi-government entity in Saudi Arabia sought to develop a five-year strategic roadmap focusing on digital service innovation in alignment with theKingdom’s Vision 2030 and Logistics Hub objectives. The objective was to introduce new business models, define innovation areas, and develop executionstrategies to position Saudi Arabia as a global logistics and digital services leader. The initiative aimed to enhance service offerings, implement innovativestrategies, and create a governance model for sustainable execution.
PROJECT APPROACH
The project was structured into six key phases:
- Strategy Review & Environmental Scan – Assessed the entity’s current strategy and external market factors to identify opportunities and gaps.
- Vision & Mission Development – Defined strategic objectives based on Vision 2030 Level 2 Goals, ensuring alignment with national priorities.
- Service Innovation Identification – Selected 15 key innovation segments to be captured within five years, focusing on digital service transformation.
- Business Model Development – Designed detailed business models and resource plans for each innovative service area.
- Strategy Execution & Governance Model – Developed a structured roadmap for innovation implementation and governance mechanisms.
- Performance Management & KPI Setting – Established Key Performance Indicators (KPIs) and a Balanced Scorecard framework for tracking progress.
OUR METHODOLOGY
A comprehensive strategy execution framework was implemented using:
- Vision 2030 Alignment & Target Setting – Ensured national policy alignment and sectoral integration.

- Designed detailed business models for 15 selected service areas, enabling structured market expansion.
- Developed a governance and execution roadmap for long-term strategy implementation.
- Integrated the new strategy into the Kingdom’s broader Logistics Hub strategy, ensuring sectoral synergy and policy alignment.
