
Business & IT Transformation at a Major Middle Eastern Ministry of Oil
BACKGROUND & OBJECTIVE
The Ministry of Oil in a Middle Eastern country sought to modernize its business functions and IT infrastructure to enhance operational efficiency and align with international best practices. The ministry, along with its state-owned enterprises, faced challenges related to outdated processes, fragmented IT systems, and inefficiencies in business operations. The objective of this engagement was to diagnose the ministry’s current strategic situation, identify gaps in technical and managerial systems, and develop a modernization roadmap that included IT transformation, ERP integration, and an optimized operating model.
PROJECT APPROACH
A comprehensive, phased approach was undertaken to address both business and IT transformation needs. The first phase involved a strategic assessment of the ministry’s capabilities, identifying inefficiencies and areas for improvement across business functions, governance structures, and IT systems. The second phase focused on defining an optimal operating model, selecting ERP system requirements, and evaluating best vendors for IT integration. A modernization project portfolio was developed to ensure a structured implementation plan. OUR METHODOLOGY

THE RESULTS
The project successfully enabled the Ministry of Oil to clearly define its business requirements, select the most suitable IT solution, and contract with a system integrator for implementation. A comprehensive business plan and a detailed activity plan guide were delivered, providing a clear strategy for modernization. Furthermore, the project ensured the establishment of a project organization and the necessary capability build-up to drive the implementation phase effectively. As a result, the ministry achieved improved operational efficiency, streamlined IT functions, and a structured modernization roadmap to align with global best practices.
