
Workshop on Administrative and Fiscal Decentralization in a Federal Government
BACKGROUND & OBJECTIVE
Decentralization of administrative and fiscal responsibilities from federal to local governments is a critical reform that enhances governance, service delivery, and economic efficiency. However, transitioning to a decentralized system presents challenges related to policy alignment, capacity building, and financial management.
The objective of this workshop was to establish a common understanding of decentralization among key government stakeholders. It aimed to introduce best practices, share international case studies, and outline a structured approach for transferring functions to ministries and governorates. Additionally, the workshop provided frameworks for determining the roles of different levels of subnational government in governance, finance, and public service delivery.
PROJECT APPROACH
The project was structured to facilitate knowledge transfer and equip participants with strategic tools for effective decentralization. The key phases included:
