
Process Redesign and Automation for the Ministry of Mining and Industry
BACKGROUND & OBJECTIVE
A government entity in the Middle East, specifically the Ministry of Mining and Industry, sought to implement a transformation strategy to enhance processes, systems, and investor journeys. The objective was to harmonize internal procedures, improve industrial exemption services, and enhance customer experience through process automation and reengineering. The project aimed to deploy changes to industrial exemption processes, develop a Business Requirement Document (BRD) for system improvements, and execute a structured action plan to achieve tangible quick wins within six months.
PROJECT APPROACH
The project began with a review of key recommendations and alignment with internal and external stakeholders. Collaboration with decision-makers within the Ministry was a critical step to secure final approval on policy and process changes. A Business Requirement Document (BRD) was jointly developed with the Business Process Excellence Team to guide system enhancements. A communication plan was executed to educate industrial communities and government stakeholders on policy and process modifications. Additionally, training sessions and awareness programs were carried out for the Industrial Exemption Unit to ensure seamless implementation and stakeholder buy-in.
OUR METHODOLOGY
A structured change management approach was adopted, integrating process reengineering, stakeholder mapping, and system enhancement strategies. The methodology included:
- Process Reengineering: Redesigning industrial exemption processes to enhance efficiency and transparency.
- Business Requirement Document (BRD) Development: Outlining system functionalities and requirements for process automation.
- Stakeholder Communication & Awareness: Engaging investors, industrial community representatives, and ministry officials to ensure widespread adoption of new procedures.
- Training & Capability Building: Conducting workshops and targeted training to facilitate process adaptation and stakeholder alignment.
- Implementation Roadmap Execution: Ensuring phased implementation of the action plan to achieve quick wins while setting a foundation for long-term improvements.
THE RESULTS
The transformation initiative delivered tangible improvements in process efficiency and stakeholder engagement. Key outcomes included:
